It can't compete with Ultimate's roster size (Smash 4 and PM developing side-by-side might have been a problem since the Wii U wasn't the most popular console, and PM was outclassing Smash 4 in a lot of the ways). Like P+ won't be reaching the widespread mainstream attention PM had. P+ is also a lot less risky then PM was (which was actually never touched by Nintendo). They really only pursue it if it's making money (as evidenced as only fangames with no ads on GameJolt were left alone after taking hundreds down, or taking down Mario 64 Online (still exists) because the modder has a patreon), if they are making a similar game (A2MR which is still being updated), or if the fan project can be confused with an official product (Smash Bros. And contrarily to what people believe, Nintendo isn't really that harsh when it comes to fangames. As far as it is publicly known, Nintendo themselves has been kind enough to only send out CnDs or just only takedowns to fan stuff.
